Reinforcing Obligations and Responsibilities Between Generations:
Policy Options from Cross-National Comparisons
(1996)
In a discussion paper commissioned for a VIF symposium "Of Mutual Benefit: A preliminary exploration of issues and prospects for intergenerational renewal", Dr. Maureen Baker examines two important questions. First: "Can we afford to maintain our income security programs and social services, given the higher costs expected with an aging population, or must we pare these programs down?" Second: "Do generous social programs actually discourage family responsibility or do they reinforce expectations of assistance within and between generations?"
